About
A new firm, built on experienced leadership.
LionCrest Infrastructure & Engineering, PLLC was established to combine experienced transportation engineering leadership with responsive, principal-led project delivery. The firm is newly formed and intentionally lean — its credibility comes from who leads it, not from a manufactured project history.
What we do
Transportation engineering leadership, paired with commercial perspective.
Mr. Cole brings the engineering, transportation and technical authority; Mr. Higgins brings operations, business development and a multidisciplinary commercial perspective. Together, the firm works across five core services — Traffic Impact Analysis, Traffic Signal Design, Land Development, Access Management and Roadway Safety Audit — all performed under the technical oversight and seal responsibility of the firm's licensed professional engineer.

Principal Engineer / Responsible Professional
Desmond A. Cole, PE
Desmond A. Cole, PE is LionCrest's principal engineer and responsible professional, holding technical oversight and seal responsibility across the firm's traffic and site civil work.
Prior to LionCrest, Mr. Cole served in transportation engineering leadership with the City of Atlanta's municipal government, including as Transportation Engineering Director. That role involved traffic operations, signal timing and coordination, and roadway operations across a major urban transportation network.
That experience gives LionCrest firsthand insight into how public agencies evaluate transportation issues, operate and coordinate signal systems, and review development impacts on the surrounding network — perspective that carries directly into the firm's traffic impact analysis, signal design, access management and roadway safety work.
Principal — Business Development & Operations
Transportation Engineering Associate
Jabari Higgins
Jabari Higgins leads business development, operations and client relationships at LionCrest, and supports transportation engineering tasks under the direction of the firm's licensed professional engineer.
His background spans mechanical engineering (B.S., North Carolina A&T State University; Six Sigma Green Belt), independent property insurance claims adjusting, real estate brokerage, and banking and financial services. That combination is not engineering experience — it's a complementary commercial perspective: risk and liability awareness from insurance, feasibility and client priorities from real estate and land development, and relationship management and financial discipline from banking, all in support of the firm's engineering practice.
